EU leaders meet in Cyprus to talk Ukraine, Hormuz, energy and mutual defence

One of the key issues at the summit will be Article 42.7 of the EU treaties, which provides mutual assistance in case of an armed attack. Member states want to develop a playbook to know how the article works in practice.
