Why did they even install the IDA on the ISS PMA docking ports?

as far as i know, the ports that were in place before the IDA were installed were 100% androgynous so they could dock to anything that has the same port so no need for active/inactive or male/female sides, which the IDA now has by utilising active on the visiting spacecraft and inactive on the PMA p
