Can my mobile have Spyware

Do normal people's phone can be hacked with a Spyware which will livestream them. I have heard only high profile people are targeted by government. Because I have seen a green dot always on in my mobile ,I am afraid anything could have recorded me continuously through my camera. Is it even possible?
