Why does Apple require a phone number for account creation and maintenance?

Apple is the only company out of all the big tech companies that require an ongoing phone number to maintain an account. You need a phone number to make the account and you need constant access to it in order to keep your Apple account otherwise you get locked out of your devices. Why is this? Would
